When I open a second paint file I get an error in german.
the problem is not the error, but the tect is in german.
I also see this in wordpad. Looks like some program
installed some german stuff.

What I would do is look in C:\WINNT; C:\WINNT\system32; C:\ and see if there are any files spelt in German. Rename or move them out of your path. This is assuming you have not installed the language pack for German. Note that German will usually include the Country code AU in this case and the LCID for it is 1031. So also look for a folder named 1031 on your machine. Don't do anything with it till you come back here and tell us the full path from C:\ where you found it if you do.

I did not find and German files. The 1031 folder was in
the c:\winnt\system32\1031. BTW:this is w2k SP4.

You should not have a 1031 folder directly below C:\WINNT\system32. Also not a 1033 (English) folder directly under system32.

I have the German language pack installed in English Windows 2000. I did a search in C:\WINNT for 1031. I came up empty handed.

Just try renaming that folder for now say to 1031_Bad. If you can't then there is likely a dll in there that is loaded. If you can try it and see if the behavior continues.

Also look for folders that are named 0407
