"Page setup" "sheet" in Excel problem

When attempting to print row titles on each page I am having difficulty. In
the preview mode I click "setup" "sheet", but I am unable to enter to rows
that I want repeated. Any suggestions
 
In Normal, Page Break Preview, or Page Layout view, choose File/Page
Setup...

Cannot be done while in "Print Preview" mode.

Go in through File>Page Setup>Sheet
