Page numbers in TOC change to all the same #

I am using word 2007 on XP in the compatibility mode and the TOC and figures
keep changing to all the page number that the TOC is on. How can I fix this.
 
This most often happens when a document is opened (directly from an
attachment) in Reading Layout (Full Screen Reading) view. The alternatives
are to (a) disable that view (Office Button | Word Options | Popular), (b)
save the document to the HD before opening it, or (c) update the TOC after
switching to another view.

This Doc is on my HD and I have already turned off Live preview and Full
Screen.

I can make it happen every time by clicking print preview, then close.
Sometime the nembers change back with a second preview, but other times I am
forced to update the TOC etc.
