Page numbers "1 of X" is not numbering properly

I have a 10 page document with a cover page
I have a header that is the same throughout the document with the exception of the page numbers
I want page 2 to start numbering with page 1

I have inserted a Next Page Section Break at the end of the cover page

Then in the header of page two, I unlinked the header from page one by turning off the "same as previous". From there I set the page numbers 1 of 10, and so on. It looks perfect in print preview BUT when I print it, the page numbers convert to 1 of 1, 2 of 2, etc. instead of how it looks in print preview of 1 of 10, 2 of 10, etc.

This driving me absolutely nuts!! Any ideas?
