Page Header resizing

I have a report where the page header is not resizing (not shrinking) when
fields are null even though the fields (mostly text fields) are set to
shrink = yes. I have set the Auto Height property to yes. What am I missing?

Sometimes the Help files can be helpful ... if you use them.

The CanShrink property does not apply to form or report page header
and page footer sections, although it does apply to controls in such
sections.

No, you can't shrink a Page Header Section. You can make it invisible but the
space isn't recouped.

Maybe, you could provide your requirements/needs someone could suggest an
alternative. A pseudo page header can be created with a top level sorting and
grouping level on a constant expression like:
=1
This section can grow or shrink.
