Page footer always at very bottom of page.

How do I get a page footer to print at a specific location
on the page? Sometimes it is at the very bottom and other
times it is an inch or two higher.

In my page footer I have both a large label that I'm using
for a set block of text, and a subreport.

A subreport in the Page Footer section of a report is not a good idea.

The "current record" is not clearly defined in this section, and so the
results can be inconsistent. Additionally trying to make space for the
number of records in the subreport is likely to cause problems.

Chose a different section for the subreport.
