Page # counters of word 2007 vista document do not coincide

Left counter reads 286 when right reads 283
" " " 326 " " " 275
" " " 337 " " " 275

In manual TOC section 7.2a of document commences on page 286, although
succeeding section 7.2b commences at page 239
Two header section markers are in the middle of page, rather than the top of
the pages
 
Does the document contain section breaks? If so, make sure to set the
correct starting value in the Page Number Format dialog box for each
section. If you want continuous numbering, choose the "Continue from
previous section" option.

To access the Page Number Format dialog box: Double-click the header to
activate the header/footer area. On the Header & Footer Tools Design tab,
click Page Number, and then click Format Page Numbers.
