"Page can't be displayed" - (on Netscape and Foxfire too)

I've tried removing cookies and the usual easy stuff. It happens on
secure sites as well as things like Hotmail and Yahoo email (I guess
those are secure also). I figured if I installed another browser, it
would be an quick fix, but it continues to do it. Suggestions? Thanks
in advance.
 
Make sure your firewall is not blocking port 443.
Go to Start | Run and enter these commans (press <Enter after each one).

Unclear how I check firewall settings in W2K. Only 'firewall' is what
my cable company is using in their modem (& that isn't affecting my
other computer). Tried entering the commands suggested. All were
successful except "Sccbase.dll" which was not found. No change in
performance so far.

I've installed Zone Lab's firewall. I went to the sites you've
mentioned. Most of the instructions are for computers running XP.
It seems the computer with W2K is running a bit better, but still
displays the message occasionally. Almost every time, if you click
"Refresh" it goes to the page you want, suggesting it isn't really
blocking the site but getting a confused message the first attempt. Any
other ideas? Thanks.
