Page cannot be displayed error with HTTPS

Please excuse the cross post.
On one computer I get an error "Page cannot be displayed" whenever I attempt
signing into a secured site (HTTPS) such as login with Passport to MSN. This
isn't caused by a bad password as I can login fine on another computer on
the same home network. I'm using Internet Explorer 6, with 128 bit security.
I have checked the advanced settings in Internet Options and both SSL 2 and
3 are enabled.
I scanned though the registry and uninstalled some old unused programs.
I also installed Norton Antivirus to see if that could find anything,
nothing was found.

I don't know of anyother settings that make affect this. Any suggestions?

I'm having the same exact problem, I have no idea what
else to do, I've tried everything suggested but still no
luck. If anyone can help please let me know too. Thanks

I may have found something. I'm not sure if this is what fixed the problem,
but my other computer is now working.
I was in the process of installing Norton AntiVirus as stated in the
original message. The last step was to perform the registration. I received
and error and was directed to Symantec's web site for a fix.
After performing the steps, I came over to the working PC to send out this
original message. Meanwhile, my wife logged into the non working PC, and
said it is now working. Hmmmm...
Here are the steps I took. I believe that the registration of the "Windows
digital signature files" is what fixed the problem, because the services
stated were already running (but I did a forced re-start, just in case).
PLEASE LET ME KNOW IF THIS FIXES YOUR MACHINE ALSO. My parents machine had
this problem and they had the machine re-imaged.

Windows 2000/XP
Follow the steps in each section in the order listed.

To uninstall NAV
On the Windows taskbar, click Start > Settings > Control Panel.
Double-click Add/Remove Programs.
Click your version of Norton AntiVirus.
Click Add/Remove and follow the prompts.
Restart the computer when prompted.

To verify that the necessary Windows services are running
On the Windows taskbar, click Start > Run.
When the Run dialog box appears, type services.msc -s in the open line.
Click OK.
In the Services dialog box, in the Name column, locate and double-click
Remote Procedure Call (RPC).
To the right of Startup Type, verify that Automatic has been selected. If it
has not, then choose Automatic from the drop-down menu.
To the right of Service Status, verify that "Started" appears. If it does
not, then skip to step 12.
Click OK.
In he Services dialog box, in the Name column, locate and double-click
Cryptographic services.
To the right of Startup Type, select "Automatic" if it is not already
selected.
To the right of Service Status, verify that Started appears. If it does not,
then skip to step 12.
Click OK.
If you have changed the settings, then exit Services and restart the
computer. The services will start when the computer restarts.

To register the Windows digital signature files
On the Windows taskbar, click Start > Run.
When the Run dialog box appears, type cmd in the open line.
Click OK.
cd C:\Windows\System32 on XP or:
cd C:\winnt\system32 on Win2000
At the prompt, type the following and press Enter after each entry:
regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 initpki.dll
regsvr32 dssenh.dll
regsvr32 rsaenh.dll
regsvr32 gpkcsp.dll
regsvr32 sccbase.dll
regsvr32 slbcsp.dll
regsvr32 cryptdlg.dll

To close the command program, click the x in the upper right corner of the
dialog box.

To reinstall NAV
