"Page cannot be displayed and Pop Ups"

I am having some problems with "page cannot be displayed"
coming up a lot when I am trying to access websites. Can
anyone help with this? Also when I try to open a sub
window say with a picture I cannot get that second
exployer window that I view that in to close unless I
cntrl-alt-del. Does anyone have help with this?
