Page Breaks only after first page

This a problem I have had before. If I specify "Force New Page" BEFORE
the highest-level section, I get the Report Header, a blank page, THEN
the first section of the report.

If a specify the Force New Page AFTER the section, it forces blank space
until the next page in order to begin the next section (which is NOT the
detail section) on the next page. And, obviously, before AND after
forces both of the above problems.

HOW do I get the report to start each new top-level section on a new
page WITHOUT forcing it on the first page?

I'm missing something. It sounds like you want to have:

Report Header
Highest-level Section Header, section 1
Detail
<new page>
Highest-level Section Header, section 2
...

I would do that by putting a Highest-level Section Footer in and using
"Force New Page" after...

Ahaaa! Brilliant idea. You deduced my intentions correctly. And, this
gives the desired results. Thank you. This will also come in handy in
the future, since, as I mentioned, I have run into this problem before.
