The Personal Address Book functionality isn't supported any more officially.
Just create a new contacts folder or store everything in your default
Contacts folder.
The use of a personal address book (pab) is depreciated in Outlook 2003.
Try using the contacts folder as much as possible. If you need to add a
legacy personal address book, then select Tools | Email Accounts | Add Ldap
or Address Book | Additional Address Book.
