P4P800 Deluxe won't restart

Bios is at 1016
Intel 3.0 P4 (800 FSB)
ATI Radeon 9700 Pro
2 x 512MB PC2700 Samsung 333Mhz
1 x 80gig WD HD P-ATA 100
1 x 20gig WD HD P-ATA 100
CL Audigy
400W PS
WinXP Home SP1

Everything works fine until I have XP restart. The system shuts down, then
when it comes back on no video, no beeps, no sound. I have to flip the
switch on the PS and then turn it back on. Then when I boot the system it
says that the overclocking did not work. But I didn't overclock it.

Also, my radeon 9700 says for 8x it has a vcore of .08, but this mobo
doesn't go that low. It is set at 1.5v which should mean the card will run
at 4x, but the control panel says it is running at 8x. Could this be the
problem, and how do I crank down the video to 4 x?

Do you have another power supply to test the system with ?

Is your Radeon 9700 one of the "good ones" ? (Early serial numbers
had some problems.) To adjust the AGP transfer rate, look for a
"SmartGART" tab in the Display control panel - it has settings for
AGP and you can make your adjustments there. When you change the
settings in SmartGART, the ATI driver tests the new settings just
as the Windows desktop appears. The desktop may blink a couple of
times while the new settings are tested. If a setting is unstable,
SmartGART may modify the settings until the AGP interface appears
stable.

Press the insert key repeatedly upon restart to get into the BIOS and
set defaults. You'll boot up okay.

OK, I got it to work by setting the VCore to 1.60 V like I saw in another
thread, running like a champ now.
