P4C800E deluxe - case fans go fast and slow

I just put a system together with a P4C800E Deluxe Rev 2 board in an Aspire
Super Alien X case. I have disabled Q fan in bios but my case fans
spontanasly speed up and slow down by themselves. I have fan controls on the
front of the Aspire Super Alien X case and Aspire has agreed to send me a
new set of fan controls. My question is has anyone else had this problem
with the P4C800E and do you think it is the fan control or do you think it's
another problem like my Aspire 500w power supply?

I have heard that on all my motherboards (AOpen, Asus, Gigabyte).
