No, they run hotter and are slower per MHz due to much longer pipeline.
Someday the Prescott design will have merit, after they take care of heat
issues and ramp up the speed (meaning they'll have dropped the "E"
designation with models significantly exceeding 3.2GHz).

They are better IF your motherboard can handle the increased power
requirements and can handle the increased heat output. Not all motherboards
can.
