Is there something in Group Policy that will disable or block programs like
BitTorrent, Shareza, or Kazaa?

No but your Firewall will. ;)
You can of course try using a software restriction policy.

Yes. You can set specific applications (whatever.exe) from being able
to execute.

If your users are clever they rename it in wtf.exe after your policy and it
will run again. ;)
