owssrv.dll not processing page

My websites are behaving strangely. If I try to acces them directly using :
http:/mywebsite/index.html or using
http://mywebsite/_vti_bin/owssvr.dll?Using=index.html nothing gets
processed and I get a blank page.

BUT if I add a subweb to my website using
http://mywebsite/_vti_bin/_vti_adm/fpadmdll.dll?page=webadmin.htm I get all
my web and subweb sites working again.

I have searched and searched for an answer on that problem without succes.
Any ideas anyone ?

Thanks in advance for any clues that may help me resolve that problem.

That is a common error that shows in error logs. It is a result of surfers
checking your site to see if it has a news server or discussion web.
It is not a problem with your site.
