OWA Public Folders question <-- help needed

We use Public Folders on our exchange server in order to have a central
place to post info like programs, pricelists, telephone lists, etc.

We have some external users who wish to use Outlook Web Access (OWA) in
order to be able to view their mail. Because they're not in the USA, dialup
is not an option for them. Because they're satellite connected, they cannot
use VPN.

The problem with it that we've seen is Public Folders (and forms), which are
really 2 problems.

First:

The folders display fine. The contents of them, the dates, etc. show up
exactly like they should.

The items in these public folders are generally either Excel or Word
documents. The folks who author them put them out in these public folders
with the excel/word document as an attachment to it. If there is any text
to the email part of it, it'll show up in the right-side pane, the summary
(who, date, type, and attachement) is in the middle pane, and the folder
names are in the left pane.

However, when the user clicks on the email message (with the word or excel
sheet attached), they get a 403 - Forbidden message when trying to view it
in OWA ("You are not authorized to view this page").

How can you get these Word & Excel documents to display (or be able to
download them) from using OWA?
