For Outlook Today in Outlook 2003, I use the 'Winter' scheme.

Using Regedit
[HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook\Today], I see a key
called 'CustomUrl' with a value of 'outlook4.htm'. I guessed that this is the
html file used to display the Outlook Today contents.

Search does not find this file on my PC. So is there actually a file I can
edit to create my own version of Outlook Today?
 
The built-in Outlook Today themes are located in a resource DLL file named
outlwvw.dll.

There really isn't much on modifying the Outlook Today page. You could try
doing a google search on Digital Dashboards.
