How can I start a letter in Word from the contact info in Outlook? In the
old version there was a menu option in outlook contacts that would open work
with the contact's name and address already pre-filled.

Firstly, please use a slightly more informative subject line than just
"Outlook" so we have a LITTLE bit of a clue what you are asking about.
I presume you are talking about Office 2007, another piece of fairly vital
information you omitted to tell us.
In Office 2007 it's done the other way round. Add the Address Book icon to
your QAT (Quick Access Toolbar) in Word.
You can then click on that to insert a mailing address from your Outlook
contacts.
