Outlook XP is not allowing attachments when responding to emails?

I used to be able to respond to an email and send an attachment in it, but
this no longer works. I can send a brand new email with an attachment, but
not respond to an email and place an attachment with it.

what happens when you try?

It just does not even allow the attachment to be displayed in the attachment
area when replying, and I had trouble replying to two emails and wanting to
attach pictures. It accepted the pictures, but took two times (two send and
receive) to send them out of the outbox. In other words, they did not send
the first time.

what method are you using to attach these files?
if you aren't doing it then try Insert File.
