Outlook will not turn online

What version? Are all accounts properly set up and verified? Under File, is
there a Work Offline selection that you can click on to uncheck?
 
2003 SP2. I recently re-installed Outlook (cleaned my drive). There is no
Work Offline option under File. When I'm at work and connected to the
network, it's online automatically but still no option to go offline. When
I'm offsite, it's offline and no listed option to turn off Offline under File.
