Outlook trying to send through exchange server even when alternate account selected

This is a duplatable problem. It occurs on two seperate Windows XP pro SP2
systems running outlook 2003 in a domain and Exchange enviroment

A user (and myself) have multiple e-mail account we monitor
The exchange server accounts only being one of them.
I also monitor my ISP e-mail account and have it set up through outlook as an
additional POP3 e-mail account and have it set up to authenticate to the server
to send e-mail the same as I do to retrieve it

Lately however (at least in the past few months) I can no longer send e-mail
via the home ISP account. (I can receive it just fine)
When I make a new e-mail and choose the drop down called (accounts) and
choose my ISP account and send it I get a bounced back message from my
exchange server saying relaying is not allowed. (which of course I know but I
was not trying to get the exchange server to send on behalf of adelphia.net)

It should have contacted my adelphia SMTP server directly and sent the e-mail
using the credentials I supplied in the set up.


Anyone have some ideas on what might be causing outlook to continually attempt
to send e-mails through the exchange server?


Oh and one more thing.. doing the outlook diagnostic test where it checks for
connectivity and sends a test e-mail... everything checks out including the
sending of the test message

Answering my own post..

I think I discovered the trouble. It seems that it isn't trying to send
through the exchange account
It seems that the provider that has taken over the area (Roadrunner) has
disallowed sending e-mail from anywhere that is not connected to there system.
Even with authentication.
