Outlook toolbar disables

When I open an email message and then close the message the Outlook toolbar
(Delete, Reply, Reply to All, Forward) becomes disabled (Greyed Out). I can
then right click on one of the emails in the inbox and then the toolbar
becomes active.
I am using Outlook 2003 on Exchange 2003. This only appears to happen on a
Dell Latitude D610.
 
Just check under view, toolbar - standard toolbar is checked.

Let me know if it works.

That setting is checked.
The toolbar only grey's out when the message is closed and reactivates when
you right click the mouse
