Outlook Time Zone

When i try to change the time zone I get the following
message:
you do not have permission to change the current time
zone. You changes will be undone. Instead of changing
the Primary Time Zone, consider setting the Additional
Time Zone.

I have Admin access to the PC and full control of
Outlook. Has anyone seen this before?

Are you in a domain and do you have Domain Admin access? Either way; this is
not an Outlook issue as the timezone settings in Outlook are controlled by
the system and not Outlook. Better ask this in a newsgroup which is the same
as your Windows version.
