Outlook template file not opening to edit

When I save a file as template, and try to open it again and edit ti, it is
opening as attachment in a new mail, I can't open and edit it.

What kind of file are you talking about? An .oft Outlook form template? What
changes do you want to make to it? You might need to use Tools | FOrms |
Design a Form to modify it.
