Outlook startup message, SPAMBL could not load

When I start Outlook 2003 I get a message The
add-in"C:\PROGRA~1\SPAMBL~1.0\SBOL Ext.dll"could not be installed or loaded.
I deleated the Spam Blocker. Outlook will not start untill I click OK. I
tryed detect and repair.

See if there's a reference to that DLL here:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Exchange\Client\Extensions

Delete the registry value and restart Outlook

Just because you used the uninstall routine provided by the software
maker doesn't mean they do a good uninstall. Have you checked in
Outlook under Tools -> Options -> Other -> Advanced to see if the
uninstalled product still has its add-on or plug-in specified for
Outlook to use? If Outlook is still configured to use the add-in but it
was uninstalled then Outlook is telling you that what it was still
configured to use isn't there anymore. Contact the add-in author and
ask them why they have an incomplete uninstall procedure. In the
meantime, you can disable or remove the add-in using the above mentioned
menu navigation.
