Outlook should let us rerun updated junk email filter against all or selected
folders / files:

The junk email rules are continually evolving and have improved a lot. I
suspect that like me, many users have large PST files have accumulated
various amounts of spam over the years. There were times when it was just
too hard to clean it out manually. In the same manner that one can edit a
rule and then re-run the modified rule against all or specified folders, one
should be able to manually re-run the updated junk email filter against all
or specified folders. If by some chance it's already a feature, please be
sure to add it to the help file as I checked the on-line help pretty
