Outlook should let me translate from English to Chinese.

I live in a high density Chinese population who do not speak English. I
would like to communicate with them by translating my written word into
Chinese.

You have posted in a newsgroup dedicated to Microsoft Word, so suggestions
for Outlook are off-topic in the first place. In the second place, even
machine translation is beyond the capabilities of Word *or* Outlook (though
you can get it in Word 2003 through online sources). Not to mention that
machine translation would probably be even more risible in converting
English to Chinese than it is in translating English to a more cognate
language.
