Outlook should let me easily set the category for outbound mail

Setting the category for outbound email messages is just as important as
categorizing incoming messages. While the ability to categorize outbound
messages exists, it is buried several layers deep in the 'More Options'
section. This should be a primary function on the Options Tab just as it is
for incoming emails.

You can add the "Other Options" button to the QAT...
 
You might try Category Manager, see the link in my signature. With the Addin
you can assign much faster your categories, even to outgoing messages.
