Outlook should let me change the default event duration.

Almost every time I want to put an event on my calendar, I have to uncheck
the box for "All day event." Very few events are all day. Microsoft
Entourage for the Mac has the same annoying default which I also cannot
change.

This happens when you double-click a date in the week or month view. Your
event will always be an all-day event. If your calendar is in a Day or Work
Week view, double-click in the time slot you want.
