Outlook should allow a user to remove the reading pane globally

Allow a user to configure the message view to remove the reading pane from
ALL folders not one folder at a time. It's dammed frustrating and feels like
you're being dictated to. Its only a view. Please provide an option.. Thanks..

If you modify the default "Messages" view, it will bleed to all other mail
folders using that view. To modify the view, see View > Arrange By >
Current View > Define Views > Highlight Messages > Modify > Other Settings
to turn off the reading pane.
