Outlook settings

Is is possible to apply Outlook settings from within
Group Policies?
I found a template for Policy Editor and was able to
create a ntconfig.pol but have not found a way to
distribute from within AD.
Your help is appreciated.
We are trying to automatically send read receipt and not
give the users the choice.
