Outlook sends messages out that are never delivered

Hi,
I have a strange problem and no clue where to start fixing it so far.
Have a network w/ 30 PCs or so on Windows 2003 network, 2 servers, Symantec
AV Corp 9.0.2, CISCO PIX 506e, AntiSpyware on all systems. Symantes AV is up
to date on all PCS.
All PCs are running either Win2k or XP PRO ENG and MS Office XP or 2003. All
SPs and updates are applied on all PCs.
POP3 server is hosted with the third party and the ISP's SMTP server is used
for all PCs. On POP3 server Spam Assasin is disabled. SMTP server
configuration is not available and can not be verified.
Outlook is configured to retrieve e-mail every 15 minutes from the POP3
server and send messages using that SMTP server.
Recently, some users reported the following problem:
- using Outlook they would send e-mails, the messages would leave Outbox,
Symantec AV client would show sending message window and the messages would
be stored in the Sent Items
- those messages would never be deliverred to their destination
Then, I would repair (using Repair from the Control Panel) MS Office on
those PCs and the users would be able to send messages for about 10 minutes
to a couple of days. Then again the same problem would reapear. Outlook sends
messages, SAV scans them, messages are again in Sent Items, but never
deliverred to the recepients.
Again, I would repair Office and it would work fine.
I did this 4-5 times for all affected users.
I gave one user brand new system (fresh Win 2k installation with MS Office
XP) and after about 10 minutes the problem she had before reapeared again.
Durring the past 10 minutes she was able to send mail correctly.
What is strange, only 2 people experrience this problem.
We had more machines with the same issue, but all of them were rebuild. Now
only 2 of those rebuild sytems are showing the same problem.
All others have no problems whatsoever.
For those affected people, I have confgurred a system with Win2k and MSO XP
with all updates off-site using a different ISP . That system today sent
messages out correctly. All recepients (in different domains and using
diferrent ISPs) received mail messages (about 20 pcs durring the period of 5
hours) correctly and were able to replay.

It looks like SMTP or Spam or virus problem?

The problem started all of a sudden. No changes to the servers or PCs, no
upgrades, no nothing. People came to work and the problem started after 11am
a week ago.

Any ideas where to start looking for the problem? Any suggestions or
potential clues to help me troubleshoot the issue?

Never scan outgoing messages. It's a waste of time and can lead to
problems. Try disabling the mail integration of your A/V package.
