Outlook Rules behave inconsistently

I have set up several mail rules to move the incoming
message to another folder upon arrival. Some rules do it
automatically and some don't (meaning I have to do it
manually?

Any idea why?

A common reason is that "Stop processing more rules" isn't enabled. The
rule just sits there waiting for another instruction that doesn't exist,
so does nothing.
