outlook rules & alerts

what is indicated by a wrench x hammer icon which appears with my new rule?

suspect it may relate to why the rule does not work automatically
 
I believe that icon indicates that it is a client-only rule that will only
run when Outlook is open.
 
I have several rules setup that are client only. Only one of them have this
icon - it is the one where I am trying to forward email to an another person.
