Outlook Rule says No Premission??

Created a rule in Outlook 2003 with WinXP and when the rule executes I get
the error message "You don't have appropriate permission to perform this
operation". My other rules do not do this.

This particular rule is a little different in that after it moves the email
message to a folder it is told to permanently delete the message, and
process no more rules against it. Why would I see this behavior, happens on
a couple PC's so it is not an issue with the PC.

When I see this error, usually it means the rule got corrupted
somehow. I write down what it does, delete it, and then recreate a
new incarnation of the same rule.
