Outlook reply to all

Hi,

We use Outlook 2003. One of my user wants to have everyone in the Cc list
when he does reply to all within the message, even the recipient is in the To
list in the original message. Can he do that? Where is the configuration? He
used to use ThunderBird and ThunderBird can do it.

Any help will be appreciated!
