outlook reply mail screen has no vertical scroll bar

how do i make the vertical scroll bar show when i hit reply to an email in
outlook.
 
Are you using Word as your e-mail editor, or just Outlook's own editor?

Do you have Word's vertical scroll bar enabled on the View tab of the Options
dialog box?
