Outlook OWA changed language to spanish help!!

Good Morning I speak spanish but I will try to explain my problem:

I have a server, it is installed outlook 2003 and this have OWA (web mail),
the emails before creates is ok is in english. But when I create a new
accounts its create in SPANISH!! Why? This enterprise is in USA and all
system Operative is in english.

Please help me!.

You're mixing a lot of things here without being clear on what exactly is
happening. Either way; OWA is part of Exchange and not Outlook. The correct
newsgroup for OWA is exchange.clients
