When using outlook (I believe XP) through a vpn
connection. Outlook configured to us exchange server.
Outlook opens and displays older emails. You half to hit
send/recieve in order for current emails to populate your
inbox. (not using pop3 or any .ost files) What can I do so
that when clients connect to exchange2000 through the vpn
client it will automatically refresh their inbox and show
the most current messages?

UDP packets are not making thru your VPN connection, so clicking on another
folder and then back to Inbox might do it. Personally, for remote users, I
always configure an offline file and have Outlook set to work offline by
default, with scheduled syncs in the background. Performance is a lot
better, and if the VPN tunnel or Internet connection is interrupted, Outlook
doesn't hang....
