Outlook .OST folder error

I get the following message when i start Outlook - "Outlook is using an old
copy of your Offline Folder File (.ost) Exit Outlook and Delete the .ost
file, and restart Outlook. A new file will be automatically created the next
time you initiate a send/receive.

I can delete the file no problem, my question is why does this happen and
what is the .ost file folder really used for. The reason i think this is
happening is that i just finished reformatting and loading all the programs
back onto the computer.

Will delete the .ost files hurt anything, and can sopmeone clear this up for
me.

The OST file will recreate the first time you synchronize Outlook after you
delete it. The OST is an offline copy of your mailbox. Note that you cannot
use an old OST file with a new installation of Outlook.

i did a search for the .OST file on the laptop and i coudln't find the
file...what do i do now?
