Outlook.ost file not able to repair. Why?

After recreating the user profile in windows 2003 OS, now in client PC I
reconfigured the profile setting in MS outlook, I am not able to add
outlook.ost file.
 
The ost-file is only a cache from the on-line Exchange mailbox. Once you
connect with Exchange it will rebuild the cache.
