Outlook not working

Trying to help my aunt got her Outlook 2007 working. HP laptop, running Vista.

Outlook will start up, but can't send or reply to emails. It displays the message "You don't have appropriate permission to perform this operation."

Outlook used to work up until a couple of months ago. I recently downloaded & installed Office Outlook Connector, but that did not help.

Any help will be appreciated. Please be specific as I am an experienced user, but not real tech-savvy. Thanks!.

Make sure that the outgoing SMTP mail server is correctly set up
according to the ISP's requirements.
