Outlook is sending/receiving while send/receive is already in proc

I have scheduled Send/Receive for every one minute. When Outlook is trying to
receive info from server and if it takes more than a minute, another process
of Send/Receive is queued.

If Send/Receive fails while retrieving x of y mails, the next time, it does
not just starts with mail x, it starts receiving mail 1 of y. So, that
accumulates multiple copies.

For some reason, if the server was failed while the Outlook is
Sending/Receiving, it prompts for password. And, stays there. It does not go
back to routine and skips all the next scheduled times. I have set to forward
all my mails to another id using Outlook. So, if it happens like this, I'll
know only when I come back to my computer and check it.

And, finally, I seriously don't encourage the Microsoft asking the users to
log in using Passport to give suggestions. It may be helpful for you to avoid
spam. But, If I were in a position to control all thses, I would use a higher
end spam filter and I would take the work to solve the issue. I would not
trouble the user. For some reason, a user might not like to login. It's a too
much of work to give a suggestion and improve some company. What if he does
not have a passport? He needs to register. Would he take all these steps to
give suggestions? Good suggestions are costlier. So, I advice you to value it.

Whatever I have said so far is for the welfare of Microsoft. I am not
offending anyone. Please take all those points that I told with a lot of
concern.

Way too short. It shouldn't be less than about 10 minutes. Fix that and it
may clear up some of your other problems as well.
