Outlook has encountered a problem and needs to close. Send error

My Outlook cannot start and the message is Outlook has encountered a problem
and needs to close. Send Error Report or Don't send - both of which I tried
and Outlook keeps restarting with this error message. How do I get my
Outlook started?

HI Bigwolf,
first of all, try running scanpst.exe
