Outlook Forms

I created an outlook form with Macro's and would like to register it to a specific public folder so that users do not get the "enable macros" warning when they use the form. Can I register it to anything besides the Organizational Forms library to prevent this message from coming up?
 
If you are using the form to create items in a particular public folder,
then publish the form to that folder.

Message forms with code behind them need to be published either to the
Organizational Forms library in an Exchange Server environment or to each
individual user's Personal Forms library. Do not enable the "send form
definition" box on the (Properties) page of the form.

Sorry. I using the form to create an email to send out to our group.

I did, but still get the "enable macros" warning.
