Outlook File Save As... picture not showing

When I save a message using the File Save As..., the saved message (usually
HTML) does not show the pictures that were included in the e-mail message.
How do I save a message with the pictures included?
 
What format are you saving in? .msg should include this, I think....
 
I was trying to save as .HTML. .msg does work, but it requires Outlook to
view the file.
