outlook express

I recently upgraded to XP Home, but the message "outlook
did not load the address book- reload outlook" keeps
popping up. I can read mail but cannot send. How do I
reload outlook when it's part of the XP upgrade?
 
control panel
add&remove programs
add&remove windows components (left side)
