There is some filter on my Outlook Express preventing me
from opening attachments. I would like to remove or edit
it.

After you install Internet Explorer 6 Service Pack 1 (SP1) or Windows XP SP1
(both of which include Outlook Express 6 SP1), access to some of your e-mail
attachments in Outlook Express may be removed.

In Outlook Express go to Tools, Options, Security, and uncheck "Do not allow
attachments to be saved or opened that could potentially be a virus". You
will be able do open viruses and Trojans to your computer then by clicking
on attachments unless you have a good anti-virus software.

*Scan them before you open them*

More about that in the MS Knowledge base:

Blocked attachments. MS has now set OE to block all attachments. See
these articles for explanations:

Cannot Open E-Mail Attachments in Outlook Express After You Install SP1

You may need to read this next bit also:

*Why some file types and not others?*

That's a decision Microsoft has made.
Fortunately, if you disagree, it is possible to add or subtract file types
from the Internet Explorer unsafe file list.

In Control Panel, double-click the Folder Options icon.
On the File Types tab, scroll through the list and highlight the file type,
forexample PDF, and click Advanced.
Remove the tick in the box marked "Confirm open after download".
Now you can have Outlook Express disallowing access to potentially unsafe
files, but excluding Adobe's PDF files.

Enjoy :)

Hi Jim,
In OE, go to tools>options and flip to the security tab. Uncheck "Do not
allow attachments..."
